The current development allowance is 100 new payments per merchant and environment per UTC day. Reads: 60/minute per key and 120/minute per merchant. Creates: 5/minute per key and 10/minute per merchant. These controls are enforced on authenticated payment API requests, including the private preview account. Public signup and live access remain gated. Rotating keys will not reset merchant usage. A limit response uses HTTP 429 with Retry-After. Minute windows are fixed: requests near a boundary can use portions of two windows. Provider concurrency is bounded separately. Replays use request allowance, but do not count as another new payment.
